AC & Blower Fan 850 1995

I've got a 1995 Volvo 850 Sedan that has a problem with the air conditioner. When I turn the AC switch to the ON position, the AC indicator light comes on, but as soon as I move the blower fan speed slider up to the "1" position (or any other position), the AC indicator light goes off and the AC doesn't cool the car. Also, there's no dip in the engine idle at any time that would indicate that the compressor has kicked in. Blower fan works fine at all speeds. I've checked fuses -- all seem ok. Relay problems?? Any ideas about how to fix this or where I can get my hands on a wiring diagram for this car?
