Hannu, I am pretty sure that the emission parts of your car are warrantied for 7 years as opposed to 4 years for everything else. This means that within this warranty period Volvo is responsible for making your car pass the emmission test. You may want to look carefully through your warranty book to make sure this is the case. If it is, go back to that dealer and have him do whatever it takes to make the car pass at no cost to you. This whole OBDII thing is really causing many snags for everyone involved (car manufacturers, inspection stations, consumers). I guess that is what happens when burocrats decide on technical issues. There is no way in the world that state of Georgia (or any other state for that matter) can implement an emission test that would fail a whole group of cars apriory without even testing them (is there?!). That is ridiculous, so either the legislature has to change the procedure for testing or the car manufacturer has to make the car pass. The consumer must not suffer just because some years after he/she bought the car the emmision testing has made their car "untestable". I believe that during the first 7 or 8 years the ball is in Volvo's court under so-called long term emmision control warranty. I believe the parts covered under that are (according to my warranty book for 1998, page 45):
For all models:
Intake Manifold
Exhaust Manifold
Three-Way Catalytic Converter (TWC)
Motronic Engine Control Module (ECM)
Mass Air Flow (MAF) Sensor
Fuel Tank
For turbo models:
Turbocharger
Charge Air Cooler (CAC)
