Question on Premium Package for 2002XC V70-XC70 2002

I recently purchased a 2002XC Ash Gold with Cold Weather, Premium and Touring packages. My question is - When did Volvo stop or start installing the leather wrapped steering wheel?? My car does not have this feature, yet all of the brochures tell me that this car should have it. The car has all of the other features from the Premium package. Did the factory forget to install ??
How can I get one ??
