Antenna 850

I ordered a new antenna mast from IPD the other day and I took the black bolt off of that square black rubber thing and the antenna will rise like it is supposed to when I turn the radio on, but when I go to pull the antenna out more it won't come out, is there another bolt Im supposed to take out??
