trailer towing limits--engineers or lawyers?

Volvo sets max. trailer weight @ 3300 lbs but the max. hitch/tongue weight at
a ridiculously low 165 lbs. The industry norm everywhere is around 10%.
If Volvo used the industry norm the max. hitch/tongue would be around 300-330.
When you ask Volvo HQ why it's so low, so out of sync with the entire
auto and trailer industry they won't tell you. I won't accept that answer and
I'll keep fighting Volvo for an answer. If engineers are setting the limit
based on sound engineering principles that's one thing. But if it's just Volvo
lawyers being overly cautious I'm annoyed. When I ask Volvo technicians
(off the record) what they think about towing a trailer with a tongue weight of 265 lbs they tell me it would be fine. But I'm not going to risk my family's or others' lives. As well, in any accident, insurance companies could easily
investigate, see that I'd exceeded limits and find me negligent. Does anyone
out there have any comments/ideas etc. It really burns me that I can't tow
a small fiberglass travel trailer with a V70 Cross Country wagon with AWD and
over 200 hp!
