keyless entry system 850 1997

I just bought a 97 850. I got a keyless entry transmitter on EBAY. It has the buttons vertically. I programed the unit like the manual said. However, it does not lock or unlock, rather it seems to put the car into panic mode - hazard lights flashing, car won't start. I hit the unlock button and everything is back to normal, except I can't lock or unlock the car. Any suggestions? Should I try to keep reprogramming the remote?
