OIL around the pan ; casue /cost at dealer?? 850 1997

Hey all- I changed my oil last nite, and noticed there was oil outside the pan. there was also some on the turbo piping. My guess is it's that bothersome ring that everybody replaces sonner or later. am i correct?? and if so what's the average cost at a dealer service?
BTW- I switched to a new synt: Pennzoil 100% synt. since I couldn't find any Mobil 1 that said Fully or 100% synt. Also, I put 5.5 quarts instead of 6 since there is oil in the cooler. Is this okay or just use all six Qs?
