where is the power? 850 1994

now i know the volvo 850 n/a isn't know for being a out of the box racing machine but where has my power gone?
when i got it 2 1/2 years ago it was peppy and had a little life, since then it has just gotten sluggish very sluggish
and yet my brother 97 850 n/a it full of life and spanks mine off the line
so where did all my power go?
could his be a faster car in stock form over when i got mine 2 1/2 years ago (b/c it seems to be)
both are sedan and have pretty close milage 75000+
