1998 S70 Check Engine Light S70 1998

Where can i buy the OBDII code reader. I am assuming it is a hand held device that can tell me exactly what is wrong. I bought a 98 S70 and the CE light came on driving home from the dealership (bummer) and the car was really missing. Anyways driving after a while the missing stopped but the CE light stayed on. I let the car sit for 4 days started it up and no CE light or missing.
I would like to know what went wrong??? The car is parked in storage until my lease on my Maxima runs up in August. I would like to start "playing" with it to see what is wrong?
Will this OBDII work with my 96 850 GLT?
