850 Boost Problems 850

I "RUN" 14psi constant, spikes at 15-16psi on shifts, but I cant drive hard since i have to let the car break in for 1200mi so I dont know how high it will go in other gears. The boost is very unstable however jumps all over the place. I am still unsure what the problem could be. I have a 2.5" cat back exhaust, and when I get my boost controller I will for sure bypass that lame ass stock boost control solenoid but I just want to make sure that if I do hook up a new boost controller my problem of not being able to use the actuator rod for adjusting the boost since my rod no longer turns and is missing my locking nut.
