Some vendors will fabricate parts to order. Keeps the inventory at zero. I'm waiting for a sway bar for one of our cars, the manufacturer (ADDCO) always has zero inventory and fabricates when they get the order. Don't know about evaporators, but with thousands of different designs, keeping sufficient inventory would be a nightmare.
