Ventilation system blowing fine particles S70

Last summer I began to notice that my '98 S70 GLT appeared to be blowing a very small particulate out of the vent ducts when used.
This past winter, I changed the cabin air filter and did not notice the stuff while using the defrost or heat. Recently, I began to use the air conditioning again and the spects have reappeared on my dash and all over the interior.
The pieces range in size from an ant to a fly. It's lite gray in color, paper thin, has a pattern embossed on it, looks synthetic and is brittle.
The dealer wants to inspect the circulation fan area, for possible rodent infestation and around $300. Is this possibly backing material used on insulation or duct joints that is flaking off??
I have less than 2 months left on my warranty and would appreciate suggestions. Thank you very much
