emissions 850 1996

Missed on 6 items. The "Revised Reset Instructions" are:
Engine temperature at start below +50 deg. C
A/S off
Start engine
Move gear selector to drive
Accelerate gently to 1500-2000rpm
Drive 6 min. @ 1500 - 2000 rpm
Idle 70 seconds w/ Drive engaged
(etc., skipping next 6 similar instructions)
Manual: 2 minutes 5th 1800-2200rpm
30 seconds 3rd 300 - 3500rpm
(etc., skipping 3 more of these)

Followed exactly by two excellent mechanics, still failed. Now the dealership's service dept. will tow it out to the highway, run it through the paces, then through DEQ, and I pay the bill. Two years from now, same thing again, unless Volvo of America works out a deal with Oregon DEQ, as Subaru has apparently already done.

I welcome any additional advice.
