What the H ' is this red thing? 850

I just replaced my second (passenger and driver) power seatback reclining cable. In the housing for the controls, there's this red plastic thing, looks like some sort of tool. What is it for? It seemed to fit nicely on a metal assembly underneath the plastic housing, so I figured maybe it was to prevent the SIPS from blowing up in my face. I disconnected the battery anyhow.

It's a 1996 850 Turbo.

Anyone know for sure what this tool is?
