Rough running at constant speed 400 1994

My Volvo 460 GLE 1.8i is running rough when driving at constant (low) speed. It feels like the car is constantly holding back and accelerating when I'm trying to keep a constant speed. Acceleration itself is no problem.

Sparks and distributor have been changed.

The only code is 3-4-3 (Fuel pump or its safety device/fuse).

There's also an alarm system which shuts off the fuel pump, so I'm not sure if this the real reason.

Can anyone help?
