AC recharge help 850 1996

My AC compressor keeps cycling on and off (about every 5 secs) and the air is no longer cold so I decided to recharge the system. I purchased a 134A recharge kit and filled it with ~ 1 and one-half cans. The cycling time for the compressor to go on and off is now much longer and the air is cold again. My question is this, when I connect the pressure gauge (low press. side) there is quite a bit of difference in pressure depending when I take it. When the compressor is ON, the pressure gauge reads about 25 (in between green and blue) but when the compressor cycles off, the pressure slowly increases to about 45 (just on the line between blue and yellow) and when the compressor comes on again, the pressure drops to about 25 again and so on...
Can anyone tell me if this is normal ? When should you read the pressure when compressor ON or OFF ? Does this mean I need to add another can ? TIA
