What if the Bolt Shaft is Seized in Block ? 850

I haven't gotten the thermostat housing off yet. I am confident that
I can get the housing off if by no other means than by cutting the head of the bolt off.

My primary concern is what to do if the shaft of the bolt has become seized in the block.

More than likely, once the the housing is off and no pressure on the bolt the remaining shaft should be loose.

But what if the sucker is stuck and turning it with a vice grip just twists whats left completely off leaving nothing to grip?

Then what?
