What if the Bolt Shaft is Seized in Block ? 850

I imagine that you will be able go get the stud out with some combo of penetrating oil, shock to the bolt, and tourque application. If you can slot the bolt head in place, there is an impact tool that I like which has a screwdriver blade on one end and you tap the other end with a hammer to apply impact and torque together. It has never failed me when I was able to make a good slot for the driver.
