Check your ground cable fromn the battery and make sure it has a good contact with the Frame where it connects. Also make sure your battery cables are tight and free of corrosion on the battery.

Have the car serviced if you do not have current service records.

The 60K service is a Big one and important. Volvo will change all fluids/ oil/tranny/antifreeze/brake and filters- air/fuel/pollen/etc. Plugs should also be changed and the Accessory belt is due for replacement at 60K, the timing belt is due at 70K and should be inspected. IT is atleast due for a oil change.
