Full sized spare vs 855 bracket protrusion

I easilly fit one of my snow tires in the trunk of our '95 850 base sedan to use as a full size spare

I cannot do the same in our '95 850 base wagon because there a protrusion sticking out of the bracket that holds the seat belt latches for the third seat.

Can someone tell me what this protrusion is for?
