Power Seat - Back Does not Recline! 850 1995

I noticed that the back of my power seat does not move. The relay clicks, motor turns, but something is disengaged and the back does not recline. It feels like a gear is stripped or some link is disconnected. No error codes, the computer thinks everything is fine.
My questions - where is this motor and how to get to it.
Also, I guess someone had this problem before - what is the fix?
