volvo 850 interrior light problem/ winsheild repair 850

just got a 96 volvo 850 used. One thing that i cant figure out is, the interrior lights dont go on when you open the door. I have the switch set correctly. By interrior lights i am referring to the lights that sit aboce your head in front and back. The tricky thing is that they work when set to "on all the time" mode, and also the door switches work as the floor lights and red door edge lights work.

also the previous owner did a lot of hiwghway driving and the window is pitted really badly all over. My problem is that during the day its fine, however at nite the other cars headlights light up the glass and make it very had to see out at nite.

safelite said just to replace it for $263 dollars. Is that the best option? Or is there something i can try to fix this.
