folding front seat S70 1999

I had to make a trip to our local Home Depot yesterday with my Volvo and needed to bring back some 8' boards. I decided to fold down the rear passenger side seat and front passenger seat (as per the owners manual). The front seat headrest kept getting stuck against the glovebox and wouldn't go totally flat. Is this as far as it goes? Has anyone sued this yet. btw, it fit the boards (7 1x4x8's) beautifully.

As an aside, when we bought the car, the salesman was explaining the valet key and locking the trunk so it wouldn't open. I asked him what would stop someone from just folding down the seat and getting in that way. He said in all his years explaining that I was the first person to bring up that point. He then showed me the locking mechanism in the truck. Those Swedes think of everything.
