Is that a washer fluid filter I see? 850 1996

Having just replaced the T-valve for the headlight washers (what a pain in the tail), I noticed that there is what appears to be filter located next to the washer fluid reservoir. Semi-transparent plastic, cylinder shaped, hoses running into it. Is that what I think it is, a filter for the washer fluid? I gave a tug on the hoses and they were on pretty tight, so I gave up for now. Anyone out there know the answer to this easy question? If it is a filter I am going to replace it pronto, as I don't want to do that T-valve again soon. Thanks for any and all info...
