Question about volvo roof rack - dealer installed on V-70 V70-XC70

Looks like i just bought a very nice, low mileage (36k) 98 V70 T5.
The prev.owner had the dealer install a roof rack (for bikes, luggage carrier, etc) During my test drive i noticed it cause a howling sound at 45+ mph. I think if i just remove the two perpendicular bars it will be fine. I wouldn't mind removing the entire rack, but it seems to be permanaently installed to the roof. Anyone know how these are mounted? Any comments on how to eliminate the howl, and if removing the two rack bars that go across the roof will be the solution?

thanks
