More ABS woes V70-XC70 1998

Since I had my tires changed a little over a month ago, my ABS/TRACS lights have been turning on about once a week and then going off. I've learned about common failures in the abs modules. Today, something different. My wife says she started to brake, the pedal went down then hestitated, then kept going and she braked. Right when she felt the hesitation in the pedal, the ABS & TRACS turned on. Is this still most likely the module?
