*Help Needed* My 850 Will Not Start 850 1995

my 1995 850 will not start. It has done this before and every time it has started about 5 minutes later, but not this time. When I asked my dealer about it the first time they said it may have to do with the alarm cutting power off or something after I wash the car. Now this doesn't make any sense to me but this is what they said. It doesn't seem like the battery which I just got a couple of months ago, or the alternator, etc, because the radio, windows, lights all work. When I turn the key nothing happens, I did notice that there is a light humming sound and small vibration coming from the throttle body area with the black plastic cover over it? If anyone has had any experience with something similar to this or better yet knows how to solve I would greatly appreciate your help. Thanks, kevin
