emissions test 850 1994

Folks:
Last month I bought a used 850 wagon from a toyota dealership. At the time, the car had its check-engine light on (which I was told was due to emissions) and the dealership agreed to get it fixed. Which they did. The even had inspection and emissions test done before giving me the car. I have had the car for about 400 miles now averaging 24-25 mpg.

Anyways, I just came back from state emissions test. Car failed the HC level at 254.5ppm ( 220ppm standard). CO was at OK at 0.63% (1.2%) standard. My previous volvo, an '85 740 at 147k, emitted a mere 130 ppm of HC.

Question is what could be causing such a high level of HC emissions and why is the check engine system not able to detect it ? Exhaust is clean (no black smoke, no smell of gas) and engine power, vehicle mpg seem fine.
