Tried to install the new Bilsteins and can't remove that rubber grommet 850 1995

'95 850 wagon. I removed the old white Gas-lift rear shock however the huge rubber grommet would not come off with the shock. The Bilstein had a much smaller "eye" opening at the bottom of it and has no rubber grommet. What's up?
I checked the letter that indicates the suspension before I bought the Bilstein. Do I cut-off the rubber grommet? Am I missing something? Thanks for your help!
