Urgent: blocked Horn 850 1996

We have the following odd problem with our 1996 Volvo 850's horn and we would appreciate any possible help.

After having pressed the horn a bit harder during a dangerous driving situation, the horn remained engaged, and we have been unable to unblock it so far. We had to remove the fuse#34 to shut it down.

Very important note: we are expatriates in South Mexico with no Volvo dealer within a 400 miles radius. Can we trust a regular garage to carry out this repair, which involves removing the SRS airbag?
