I have NEVER experienced or heard of that happening with a Volvo and that's after 18+ yrs of dealership experience.
He doesn't have VADIS either as only dealers do but if his scan tool use to work but now doesn't, I'd suspect his scan tool more than your car.
If it's a '99, isn't it still under emissions warranty or are you over on miles? If still under warranty and not a loose gas cap, it'd be free to you. If someone's getting repeat gas cap codes yet the cap really isn't loose or cross threaded (can happen), I'd suspect a bad "purge valve" if not previously replaced.
