Bubbly bumper update S40-V40

Hi,
I brought my S40 to the bodyshop today to have the front bumper repainted under warranty because it had been bubbling and then peeling. The service manager phoned them to check up on it, and they said once the paint was stripped, there was a red primer. They think the bumper has been repainted before, (and they even thought that before they stripped it). So I'm guessing it was in an accident before I got it, even though I bought it "NEW".
The dealer I bought it from got it from another dealer. The car was not ready today, so I had to rent a car as well, at my expense ($19.95 CAD). I am also have my steering column replaced under warranty because of a slight clicking noise when I turn the wheel.
What do you think I can do about this upsetting info? Do you think the most I'll get is the car fixed? I paid for a brand new car, not one that was in an accident and poorly repaired.
