V 40 1998 OBD2/Vadis

My V40 1998 has a OBD2 plug - but is not responding to my OBD2 scanner.
I know these pre 2000 european Volvo`s are not fully OBD2 compliant - anyone knows where to get a scanner for a V40 1998 - or an interface betwean my OBD2 scanner and the Vadis/Obd2 plug?
