Who should be doing the 'right thing?!' 850

Hi,
Thanks for all the advice about going to the shop and "doing the right thing" and have the 134a in my A/C collected. It really pisses me off when a majority of the brick owners of 850's have leaking A/C evaporators and Volvo refuses to admit to a problem. The "right thing" would be for Volvo to fess up and admit they screwed up the design of the evap's and replace leaking ones for free. I'll be damned if I am going to pay $1000 bucks for a replacement due to a crappy design when I can go down to Walmart and get cool again for $4.
If the government really cared about the release of CFC's or 134a and wanted to do the "right thing" they would force a recall, since it sounds like quite a few DIY's replace their own 134a due to leaking evaporators and Volvo could care less.
I am good friends with a master Volvo mechanic who has told me that this is another of Volvo's chronic problems with this model. If anyone really cared about the release of A/C contents, the leaking evaps would be replaced on a recall.
