Slow start times / Low torque on C70 HT

I am the proud new owner of a '99 C70 HT, but I am real dissapointed with how slow it is. 0-60 mph is 10.1 sec, 30-80 mph is 12.5 sec.

Could it be that I live at 7,500 feet altitude?

I've got 4 turns on the wastegate, opening at 6 psig. (This didn't seem to make much of a difference from 1.5 psi stock)
I'm waiting for my upgraded chip from ipd.
The turbo does feel strong once it kicks in, but it takes about 3 - 4 sec to get to 25 mph and to 2500 rpm before it kicks in.

Any ideas?
