Frustrations and questions 850 1995

My glt wagon is due for the 90k tune-up. Is there any place i can find the specs for this? I was quoted $675 for this @ the closest dealer (appx. 120 miles away). I swung by a local foreign mechanic, and we both couldn't figure why the cost was so high by what was in the owner's manual. Anyways help would be appreciated.

I had to pop my hatch panel loose to tighten down the latch. It had gotten so loose that the door wouldn't close. Now the panel won't stay clipped on. I had the dealer repair it, got it home and it popped loose within a week. I took it back, had it fixed again, and the same problem again..... I'm sick of the rattles, is there any way to re-attach this thing so it'll stay. Before I had to pop it loose, it was rock solid.

Has there been any reported fixes to the driver's side windshield wiper issue? It's difficult (add dangerous and annoying) that it lifts off the window 1/2 way through it's sweep. My wife can't drive this car when it's snowing bad because of this. >:(
