Shudder while braking 850 1994

So we have a similar problem with our 94 850 glt. it's peculiar because the sometimes when the brakes are applied firmly, there is a vibration that is carried thru the chassis of the car. It is not caused by warped rotors. The speed is usually 30-40 mph.

On the ipdusa.com site it lists their "Bushing for Front Control Arm" it says that If you’re experiencing brake shudder, make sure to check the bushings on the front control arms. When worn they will allow a vibration from the brakes to be felt through the frame. 2 bushings are needed per arm.

could this be caused by worn bushings?
