I would beg to disagree with you Frank. I have a '94 850 that had extreme brake shudder for about six months. I determined it was coming from the left rear brake by walking beside the car while someone else applied the brakes to get the shudder started. I changed the pads twice (Volvo OEM), rotor once (Volvo OEM), without any improvement whatsoever. ( Although the pads supposedly didn't require shims, I added OEM shims after finding the shudder hadn't gone away.) I finally admitted defeat and took the car to my local Volvo dealer. They were unable to schedule an appointment for about a week, but after taking a cursory look at the rotor, the service manager said thay would install new pads and cutout shims when I brought it in. Instead of waiting for an appointment I bought a set of pads and shims and installed them myself. The pads were the same P/N as the ones I had previously installed. I haven't had even a hint of shudder after the pads/shims were installed. It's apparent to me that the cutout shims work very well at eliminating shudder.
