can't adjust parking brake / '94 854 850

After replacing the parking brake shoes (when the linings disintegrated and locked the drum onto the car !), I now can't get the parking brakes to completely engage and hold the car. I have the brake shoes cranked down as close as I dare without scrubbing the drum, and I've adjusted the parking brake ratchet lever to its max adjustment. However, I still can pull it all the way to the top, and the car rolls on a hill. The brakes grab some, but not enough to hold the car.

I wonder if the cable might be stretched ? And, it appears from the Haynes manual this can be somewhat of a bear to get to ? I can see the cable under the car, splitting out to the two wheels, but can't get to the single strand. Is there any way to "snug up" this cable without a complete R&R ?
