dealer cost of 2002 V70

Kelly Blue and aolsvc.aol.autofusion both say the base price for a 2002 V70 is $28,223 but they qualify this by saying it does not include advertising or a few other intangibles. My dealer says the base price is $28,623 but does not mention dealer advertising. (Both the dealer and the online sources state that the retail of the basic car is $30,025.) If I deal at a certain amount of dollars over dealer wholesale, and the dealer and I have agreed upon that number, do I add that sum to $28,223 or $28,623? Also, does Volvo pay dealers a "holdback"? I don't know why there is the $400 difference. It is not shipping. That is correctly shown by the dealer and the online sources as $625. My dealer's info for wholesale and retail of all the options and packages match with what I got from Kelly etc.

I need to know whether the $400 is a legitimate price change or an attempt to take an additional $400 of my money.
