Volvo V40 vs. Volkswagon Golf S40-V40

Hi, folks,

If you have knowledge of V40, or you own a V40, would you please share your experience with me.
Recently, my 240 went bad and I don't want to put more money on fixing it. I was thinking to buy a used 940 or V70, however my mind has changed. Because I am living in Fairfax VA (Close to DC), a compact car maybe a better choice for myself, which saves the money on fuel etc. Also, I don't want to buy a very expensive new car, and wait for its price dropping down sharply. After some research, 2 choices come into the stage
1. Volvo V40
2. Volkswagon Golf

I can find both used car around 1998-2001, with a price <$15,000. V40s are on the higher side though.

I would appreciate if you give me more input, whatever input, so that I can make a better decision. Here are some questions that I may ask:
1. Which one can retain the value better? Later I want to sell it and buy a full size car. But, that would be 2 years later
2. Maintenance cost?
3. Safty factor?
4. Your experience with your v40/golf?

BTW, if you can recommend some dealers in DC area, or tell me which dealer I should avoid. That would be great.
