Is 17mpg low enough to indicate a problem? 850 1995

1995 850 turbo wagon 75k miles mobil 1 oil, tranny fluid, BG MOA & 44k additives

Even when I drive slow, (hard to do, very fun car ;) My mileage is only 17-18 mpg city and 24 highway. Plugs and fuel filter have been done according to volvo schedule.
