New O2, elbows ok, Still 4-3-5 850 1995

After having the 4-3-5 and CEL come up a third time in 1200 miles I replaced the front sensor and inspected the vacumn elbows.

The battery was disconnected for about three hours while I did other work so any fuel adaptives I've read about should have reset, no?

Anyway, I can't clear the 4-3-5 code or reset the light. It's the only code stored displayinga at the #2 port. Any help appreciated.
