For 1996, there's a TSB providing instructions for a wiring fix due to faulty crimps in the connectors. Though a module swap is often prescribed, it isn't always necessary in the 1996's.

Report the failure to the NHTSA using their online site. If they collected enough complaints they might force Volvo, the safety company, to do something about this. http://www.nhtsa.dot.gov/cars/problems/ivoq/default.htm

The replacement part is $348 internet, $416 dealer.
