The arm also doesn't just bend "all by itself".
I see this all the time and it's caused by either automatic car wash equipment OR in winter, the owner failing to break the blades loose from being frozen in ice before using the wipers or using the wipers to try to clear heavy snow off the windshield.

No matter what causes it, you do NOT need to buy any parts. Just turn the wipers on, shut the key off when they're at 12:00 and simply push the top part of the arm (before it pivots) towards the glass bending it back into position. I do this often on customers cars, especially in winter.

No need to try making something out of nothing here now is there?

BTW, the evap issue is a done thing here IMHO. It's brought up here every year but legally, nothing's going to happen.
