High Rev on cold starts ??? 850 1994

A normal 850 Turbo start is supposed to include a quick rev to about 1500 rpm or so and then dropping back down to about 850 rpm. Sometimes when the fuel system is getting a little gunky, the spark plugs are wearing out, not much gas in the tank, etc etc ignition system problems....the engine will not perform this start rev. I've never seen an 850 do it 100% of the time, but mine does it almost every time.
