Fuse 15 Continually blows 850 1997

I don't have my Haynes with me and my owner's manual is in the car. What is fuse 15 protecting? What are you referring to when you say "rail?" A power buss? I believe in the section preceding the schematics, Haynes translates their numbering system. Again, I don't have mine if front of me and have only used their schematics to assist in wiring a trailer adapter but doesn't 15/2 refer to plug 15, contact 2?

I'll be glad to follow up when I get home if no one else answers.
