Fuse 15 Continually blows 850 1997

Fuse 15 protects
+30-rail
all interior lighting (access lighting, glove box light trunk light door open etc)
R/C central locking/alarm
seat belt reminder
OBD socket.
I too, have great difficulty with the Haynes manual as the schematics tell you what to look for, but it doesn't give you the physical location. I've installed fog lights on my 855 last weekend and still have not got them to light up as I have not yet found 25/9 which is a three way jumper system. What a shame it goes so far with all those diagrams, and then stops short by not telling where these components are located.
