Fuse 15 Continually blows 850 1997

The Haynes shows it as being a horizontal rail (or power buss) with 9 terminals on it all of which are protected by fuse 15. The key to the wiring diagram says that it's located in the central electrical unit. If I knew where exactly I could remove the red wires feeding the different circuits attached to it. This fault is driving me and my local Volvo dealer nuts, the car is under warranty and they have spent 5 hours on it so far without success.
