I believe all your mechanic needs is an OBD II reader.

The fan is behind the glove box. As I recall, you drop the lower
knee bolster and then some screws from the glove box (I may have
the operation backwards. Once the glove box and bolster are out you
can see the fan. Replacement is easy. A new fan assembly costs about
$135 from one the web volvo parts discounters that advertise on
this site (I got mine from volvoparts.com).
